Based on what I read, the release that Rockstar made back in 2008 was DRM free, meaning it should work fine on Windows 10, so I don't really know why they took them down.
I tried looking up the old Rockstar Classic site on, but it was not archived due to their robots.txt file disallowing it. There is a request to get these games added to GoG.com, but so far they are not available there either. GTA 1 and 2 were available on Steam if you bought the full GTA pack, but they have since been removed and are no longer part of the pack. If you are running Windows 8 or below, there's a chance you could still get them to work, but it would require using stuff that I can't mention here.
